A series of flyunder tunnels in London suburbs could be funded through increases in the value of Transport for London property.
In the 2016 Budget, the government has asked TfL to put forward proposals for funding infrastructure projects from land value increases.
According to the Budget, this could support schemes such as flyunder tunnels to replace busy roads in Barking, Hammersmith and other areas.
Last February London mayor Boris Johnson set out a vision for a series of so-called flyunders across the capital.
Sites identified by Johnson included:
- A13 in Barking - mini-tunnel to open up new land for development and reconnect the borough of Barking with the new Barking Riverside development
- A3 in Tolworth - decking (building over the road and roundabout) to connect borough to the new Crossrail 2 station
- A316 at Chalker’s Corner, Richmond - small flyunder to improve facilities for cyclists and pedestrian and remove a major traffic pinch point
- A4 in Hammersmith - replacing flyover with a flyunder and re-connect town centre with river.
- A406 in New Southgate - decking or mini-tunnel to unlock land for new homes and connect the area to the proposed Crossrail 2 station
“Rebuilding some of our complex and aging road network underneath our city would not only provide additional capacity for traffic, but it would also unlock surface space and reduce the impact of noise and pollution,” said Johnson at the time.
A tunnel replacement for Hammersmith flyover in west London could be built in just three years and release around £1bn worth of former highway land to help pay for the works, at least according to a CH2M-produced feasibility study commissioned by Hammersmith and Fulham Council.
CH2M has been working with the council on a plan to replace the flyover with a tunnel since the key route was closed for emergency repairs in 2011.
